Where are you coming from? Are you coming from somewhere else in Canada, or from the United States? I'm assuming you are coming from the US. (Most Canadians call the United States the ';U.S.'; or ';the States'; rather than ';America';)
As far as fashion goes, when I moved to Vancouver I noticed that there are some clothing brands that were not available in the US. I'm a bit older than a teen now, but these are some stores that are popular older teens and people in their 20s (and with my fashionable friends ;)

And of course, there are all the big brand stores, like Gap, American Eagle Outfitters, American Apparel...
The two biggest malls are Pacific Centre (right in downtown Vancouver) and Metrotown (in Burnaby, about 30 minutes away). The big shopping street in downtown Vancouver is Robson Street.
Another shopping area that is up and coming is called South Main. It has small, eclectic, funky stores. Here is a webpage with some more info: http://www.guestlife.com/media/GuestLife/Vancouver/Annual-2006/The-Area-South-Main/
Vancouver also has a lot of really cool designers of its own. There is a lot of ethnic diversity here, and that is reflected in the fashion design and trends.
Check out the Vancouver weekly arts and entertainment magazine The Georgia Straight for info on events, fashion, music, politics... http://www.straight.com/
Another difference from the US - a thing that surprised me is that ';Prom'; is called ';Grad'; and there is not such a big football/cheerleader culture as there is in the US.
Education... There are two large universities in the area, the University of British Columbia and Simon Fraser University. Both have excellent, world-class reputations. UBC was recently listed as one of the top 40 universities in the world! There are also many many smaller community-college type schools in the area that offer a wide variety of programs. When I was entering university at least, the admissions process was different than that of the US schools. I didn't have to take SATs, ACTs, or write admission essays! That may be changing, but that was my experience...
Best of luck in Vancouver!Advice for teen relocating to Canada?

My niece attends University of Toronto, it seems to be a good school. In my opinion, the economic boom for jobs is cental Ontario. As far as fashion, I'd be happy in overhauls so I can't help ya there.
buy some sweaters..Canada is cold.
Bring your own booze. Teens here aren't allowed to drink legally until 19...highest age of majority in the nation.
